Authority. These codes are established under the power and authority of the Associated Students (AS) Bylaws and the AS Senate.
Purpose of the Policy Review Committees is to serve the Senate to give advice and counsel to the Senate on the proposed amendments to or creation of new university policy.
Article II - Membership & Process of the Board
Number and Purpose of Committees shall be three committees, with one committee focused on policy creation or changes that address the academic function(s) of the university, one focused on policy creation or changes that address the administrative and financial function(s) of the university, and one committee focused on policy creation or changes that are not of an academic, administrative, or financial nature.
Membership of the Committees shall consist of each committee having three voting members of the AS Senate. The AS Executive Vice-President shall serve as chair of the committee dedicated to academic policy, the Vice-President of Finance will serve as chair of the committee dedicated to administrative and financial policy, and the Vice-President of External Affairs will serve as chair of the committee dedicated to all other types of policy changes.
Advisor. The AS Executive Director, or their designee, shall serve as the non-voting advisor to the committee.
Meetings. The Committee shall meet as required by the delivery of new or amended policy by the university in a time frame in which they can meet the requirements of this code and the AS Policy on Consultation on new or amended policy.
Each committee will meet prior to Sept. 15th of each term to establish meeting schedules per the Gloria Romero Open Meeting Law (CA ED Code 89305-89307.4).
Article III - Policy Review Committee(s) duties & responsibilities
General Responsibilities of the Policy Review Committees will be to determine the type of consultation to be used on new or proposed changes to university policy.
Deliberative Consultation. If the committee decides that proposed changes or new policy requires an official stance from the Associated Students, and thus formal legislation. This process will be known as Deliberative Consultation.
Deliberative Consultation will require the AS Policy Review Committee to draft a government resolution, with regards to the new or proposed changes to university policy, and shall conclude their work in time for the Senate to consider and take action on the formal legislation within 30 days of the policy being submitted to the AS President by SSU.
Cursory Consultation. If the committee decides that general feedback is all that is needed on the new or proposed changes to university policy, and thus does not require formal legislation. This process will be known as Cursory Consultation.
Cursory Consultation shall require the AS President seek feedback on new or proposed changes to university policy during a discussion item on the next AS Senate agenda, and additionally through email for the next 5 working days.
